What OSHA Is and Why Safety Information Matters

The Occupational Safety and Health Administration (OSHA) is a federal agency that sets and enforces workplace safety standards across the United States. Created in 1970 under the Occupational Safety and Health Act, OSHA works to make sure that employers provide safe working conditions for their employees. Understanding how OSHA operates and what it requires can help workers and business owners recognize potential hazards and understand their rights and responsibilities in the workplace.

OSHA covers most private sector employers in all 50 states, the District of Columbia, and several U.S. territories. The agency creates rules about everything from machinery safety to chemical handling to fall protection. These rules exist because workplace injuries and illnesses can have serious consequences. According to the Bureau of Labor Statistics, there were over 5,500 fatal work injuries in 2022 alone. Nonfatal occupational injuries and illnesses numbered about 2.8 million cases in private industry that same year. These numbers show why having safety information available to workers and employers is so important.

A free OSHA information guide provides educational material about these standards and safety practices. The guide does not make decisions about your specific workplace or situation. Instead, it offers general knowledge that you can use to understand safety requirements better. Workers might use this information to spot hazards they encounter on the job. Managers might use it to understand what rules apply to their business. The guide serves as an educational resource, not a tool for determining compliance or making official decisions.

Practical takeaway: Read through OSHA information to familiarize yourself with the agency's role and basic safety concepts. This foundation will help you better understand specific safety topics that affect your workplace.

Understanding OSHA Standards and Requirements by Industry

OSHA creates different safety standards for different types of work. These standards are organized by industry and by the specific hazards that workers face in those industries. For example, construction workers face different hazards than healthcare workers or people who work in offices. The standards reflect these differences and tell employers what they must do to keep workers safe from the most common and serious risks in their field.

Construction is one area with extensive OSHA standards. Construction workers face hazards like falls from heights, electrocution, being struck by objects, and being caught between equipment. OSHA standards address each of these hazards with specific rules. For instance, OSHA requires fall protection systems when workers are at heights of six feet or more. The standard specifies what types of systems count as acceptable protection, such as guardrail systems, safety net systems, or personal fall arrest systems. These rules came from years of data showing which protections actually prevent injuries and deaths.

Healthcare settings have their own set of standards. Nurses, doctors, and hospital workers face hazards like exposure to bloodborne pathogens, needlestick injuries, and ergonomic stress from lifting patients. OSHA standards require employers to provide training about bloodborne pathogen precautions and to make safer needle devices available. Ergonomic guidance helps healthcare facilities reduce injuries from patient handling.

General industry standards apply to many types of workplaces and cover common hazards that appear across multiple settings. These include standards about emergency action plans, hazard communication (labeling and safety data sheets for chemicals), and personal protective equipment (PPE). A free information guide typically includes explanations of these major standard areas, helping readers understand what kinds of protections different workplaces should have.

Practical takeaway: Identify which OSHA standards most likely apply to your workplace or industry. This helps you focus on the safety information that is most relevant to the work being done around you.

Personal Protective Equipment and Hazard Recognition

Personal protective equipment, or PPE, is one of the most visible parts of workplace safety. PPE includes items like hard hats, safety glasses, gloves, respirators, and steel-toed boots. OSHA requires employers to provide appropriate PPE when hazards cannot be controlled through other methods. Understanding what PPE is designed to protect against helps workers use it correctly and take it seriously.

Different types of PPE protect against different hazards. Safety glasses protect eyes from flying debris, splashes, and harmful light. Respirators protect the lungs from dust, fumes, gases, and other airborne hazards. Hard hats protect the head from falling objects. Steel-toed boots protect feet from being struck by heavy items. Gloves protect hands from cuts, burns, chemicals, and other injuries. A comprehensive OSHA information guide explains what each type of PPE does, when it should be worn, and how to maintain it properly.

Before PPE can be chosen, hazards must be recognized. Hazard recognition means being able to look at a task or workspace and identify what could cause an injury. Someone loading boxes onto a truck might recognize hazards like heavy items (risk of strain injury), moving machinery (risk of being caught), and slippery surfaces (risk of falls). A worker in a chemical storage room might recognize hazards like toxic fumes, skin contact dangers, and fire risks. Learning to spot hazards is a skill that comes from education and experience.

OSHA requires employers to conduct a hazard assessment for each job. This means they must look at the work being done, figure out what could go wrong, and decide what protections are needed. Workers who understand this process can recognize when proper protections might be missing. An information guide can teach the basic thinking process behind hazard assessment, even if it does not make specific determinations about any particular workplace.

Practical takeaway: When you start a new task at work, pause and think about what could cause an injury. Once you name the hazard, you can identify what PPE or other controls should be used to prevent that injury.

How to Report Hazards and Understand Worker Rights

Workers have legal rights under the Occupational Safety and Health Act. These rights include the right to a workplace free from recognized hazards, the right to request an OSHA inspection, the right to participate in an inspection, and the right to see records of injuries and illnesses at your workplace. Understanding these rights helps workers take an active role in their own safety and the safety of their coworkers.

If a worker notices a serious hazard at work, there are steps they can take. The first step is usually to report the hazard to a supervisor or manager. Many times, reporting it directly to management leads to quick action because employers have their own legal duty to fix hazards. If reporting to management does not result in action, a worker can contact OSHA directly. OSHA has a hotline and online form where workers can report hazards. A worker can request that their name not be shared with the employer if they are concerned about retaliation, though OSHA will still investigate the hazard.

Workers also have the right to refuse to work in conditions that present an immediate risk of serious injury or death, though this right comes with specific legal requirements. Simply disliking a task is not enough. The refusal must be based on a genuine belief that there is an immediate danger, and the worker must have tried other ways to address the problem first. This is called the right to refuse unsafe work, and it is an important protection for workers in truly dangerous situations.

OSHA also requires employers to keep records of work-related injuries and illnesses in most cases. Workers have the right to see these records. Looking at injury records can help you understand what types of injuries happen in your workplace and what hazards are causing them. This information might prompt conversations about better safety practices. An information guide can explain worker rights in clear language and describe the process for reporting hazards or requesting an inspection.

Practical takeaway: Know who to contact if you notice a hazard—your direct supervisor first, then your company's safety department if one exists, and OSHA if the hazard is not addressed. Keep OSHA's contact information (1-800-321-OSHA or www.osha.gov) available for reference.

Training Requirements and Building a Safety Culture

OSHA standards require certain types of safety training in many workplaces. The training that is required depends on the industry and the specific hazards present. For example, construction workers must receive training about fall protection before working at heights. Workers in healthcare must receive training about bloodborne pathogens. Workers handling hazardous chemicals must receive training about how to identify the chemicals and what to do if there is an exposure. This required training is separate from general safety orientation that many employers also provide.
